Challenge & Scope Achieving transparency and accountability in the legal defense trust process.
The conflicts of interest division of a major metropolitan area needed an ADA-compliant and mobile-friendly portal for processing legal defense trust applications in order to make their services more accessible and transparent. As an independent municipal agency that seeks to uphold ethical standards in government, the division provides comprehensive training, confidential counseling, and enforces conflicts of interest and annual disclosure laws, to prevent public officers from encountering ethical dilemmas.
To meet this need, the portal needed to include both an administrative interface for staff to track and manage the approvals process, as well as a public-facing component.
Solution Development of a Legal Defense Trust (LDT) portal.
PruTech worked with the division to develop a secure portal, leveraging Salesforce, that was accessible both on desktop and mobile devices. This portal allows elected officials and public servants to submit expense and donation disclosures with ease. State-of-the-art security measures, coupled with Salesforce’s efficient infrastructure, safeguard the data, and ensure the appropriate administrative staff has access to process the applications.
Result Expedited processes and increased transparency and accountability.
This new system improved operations at the division in two ways. Firstly, users became able to self-register online, log expenditures and donations and upload supporting materials. Secondly, the system dramatically sped up how quickly staff can process requests. The division also increased transparency and accountability by allowing public users to search and review closed donation and expenditure records.
